The 8(a) STARS II GWAC promotes small business utilization by allowing the federal government to purchase cost-effective, innovative solutions for information technology (IT) requirements through Government Acquisition Contracts. GWACs provide access to IT solutions that include but are not limited to: systems design, software engineering, information assurance, and enterprise architecture solutions. In addition, the 8(a) STARS II program is reserved exclusively for qualifying certified 8(a) small business concerns as the prime contractors per Federal Acquisition Regulation (FAR) 19.8.
The scope of the 8(a) STARS II Government Wide Acquisition Contract (GWAC) is centered on four functional areas (FAs), derived from the North American Industrial Classification System (NAICS). These NAICS functional areas are:
These industry partners are primarily engaged in writing, modifying, testing, and supporting customized software.
These industry partners are primarily engaged in planning and designing computer systems that integrate computer hardware, software, and communication technologies. The hardware and software components of the system may be provided by the industry partners as part of integrated services or may be provided by third parties. These industry partners often install the system and train and support system users.
Industry partners in this functional area are primarily engaged in providing onsite management and operation of clients' computer systems and/or data processing facilities, including providing computer systems or data processing support services.
Industry partners in this functional area are primarily engaged in providing computer related services, except for custom programming, systems integration design, and facilities management services. This area includes industry partners providing computer disaster recovery services or software installation services.
In addition, the 8(a) STARS II GWAC is structured with two tiers, known as constellations. The constellation design offers the following features and benefits. Constellation I includes prime contractors who are technically proficient and offer competitive pricing. Constellation II prime contractors provide the same strengths as Constellation I, plus the added benefit of either a Capability Maturity Model Integration (CMMI) Level II+ Services or Development credential, or an ISO 9001:2000 or 9001:2008 credential.
